Keil Specified Dll Was Not Found Continuing Without Specified Peripherals

Sorry for the trouble caused at your end.
Per your description, we understand that you're encountering the error message while exporting the Access Database to an Excel file but everything works fine while exporting to it as Txt file or PDF file. So, we have given a test at our end by exporting the Access Database with format .accdb (Access 2007 – 2016 file format) and can successfully export to Excel file.
To narrow down the problem whether it happens to file or application, we would like you to test on the New Access Database file and check whether you can export to Excel file.
If no, we would like to collect the following information for better understanding and moving further:
a. Screenshot of your Office Account page. (Open Access application> Account> Take a screenshot)
Note: Please mask the email address and tenant name to protect your privacy.
b. Format of your Access Database whether it's .accdb or .mdb?
In addition, since you can export to .txt file without any problem, you can import your .txt file into Excel workbook in the meantime as a workaround. Open the Excel application> New> Blank Excel workbook> Data tab> Get Data> From File> From Text/CSV.
Or you can directly import your Access Database into Excel file by following below steps:
Open the Excel application> New> Blank Excel workbook> Data tab> Get Data> From Database> From Microsoft Access Database.

Good afternoon!Thank you for your reply. I created a new test database as your suggestion and tried to convert report to an Excel file, same error message popped out.
Export to .txt file, and then import .txt file into Excel workbook is not a good choice for the organization. Since the database will be sent to other departments, easy operation is better for the users who are not familiar with Access.

As error message appears when you try to export a new Access Database to Excel file, we would like to whether the other users in your organization are having the same problem when they try to export the database?
Moreover, can you please provide the screenshot of your Office Account page? Where it will help us to test in the same environment.

Yes, other people in the organization also have the same problem. I am thinking about the error may due from system upgrading. The organization has just upgraded the computers to Windows 10.

I found someone had the similar problem, and they solved it by adjusting the policy in antivirus software (https://answers.microsoft.com/en-us/msoffice/forum/all/import-from-excel-into-access-error-cant-find-dll/3daee0b6-8604-4e7a-be0d-4ad0987b9440)
I am using Cylance too, and the method worked. Everything runs well on my PC.
